The logic

Steps to reproduce.

1. Gather a list of US populations per state.
2. Gather a list of electoral votes per state.
3. Calculate the number of electoral votes per capita by dividing each state population by it's number of electoral votes. You will now get the electoral votes per capita.
4. Pick a state to normalize, take it's electoral votes per capita. Then divide all states electoral votes per capita, including itself.. You will now get the weighted electoral votes per capita.
